Under the DACG published on September 30, 2026, any facility that exceeds either of the two thresholds in the previous calendar year must register in the UPAC Registry, implement an energy management system based on ISO 50001, and report consumption and production monthly. The calculation runs in your browser: no data is sent or stored.
The two criteria are independent, and exceeding either one is enough. The assessment is made per facility, not per corporate group: if your group has several plants, run the exercise once for each one.
The sample values are from a fictitious plant. Replace them with the figures on your bill.
The preloaded values are those in the List of Fuels and Their Heating Values published by CONUEE. If your gas bill reports the actual heating value, or if you know the density of your fuel oil or LP gas, use them: the result is more defensible.

Three obligations the Regulations identify as new. Each one takes sustained work.
Mandatory registration. Deregistration requires first demonstrating the management system: falling below the threshold is not enough to exit.
A polygon with geodetic coordinates from the World Geodetic System, in a georeferenced file. Surveying it properly takes time.
With verifiable minimum elements, and monthly reporting of consumption and production: this requires sub-metering all year round.
A defensible energy baseline needs at least one full operating cycle of measured data, and a complete implementation takes 12 to 24 months. If you are in the watch zone, the exercise is best done now, with time to spare: arriving late makes every stage more expensive.
Conversion factors. Taken from the List of Fuels and Their Heating Values published by CONUEE to identify High Energy Consumption Users (UPAC). Each factor is the net heating value of the energy source divided by the reference barrel of oil equivalent. The preloaded values correspond to the current edition. The list is updated every year in the Official Gazette of the Federation (DOF): for a formal determination, confirm the values against the current edition.
