Seven chapters, one question each.

This is the online version of our guide “From Voluntary to Mandatory,” updated with the General Administrative Provisions (DACG) that CONUEE published in the Official Gazette of the Federation (DOF) on September 30, 2026. Each chapter answers a specific question about the regime for High Energy Consumption Users (UPAC).

In one sentence. A facility is a UPAC if, in the previous calendar year, it consumed more than 45 GWh of electricity or more than 70,000 barrels of oil equivalent (boe) in fuels. It must enroll in the UPAC Registry, report every year from March 1 to May 31, and have an energy management system based on ISO 50001, certified no later than January 2028. CONUEE begins verification in June 2027.
