It can be addressed one step at a time.

If the self-assessment results were uncomfortable, this is the order we recommend. Each stage reduces the uncertainty of the next.

First two weeks
Determine which facilities are in
With numbers, facility by facility: which ones exceed the threshold and which are close. It is an exercise based on your bills, carried out with the resources you already have.
First month
Gap Audit
Against the ISO 50001 requirements and the DACG minimum elements. It shows how far the operation is from those requirements and how much of the path is already covered by the systems in place.
Second and third months
Energy assessment with field measurements
This produces the energy baseline, the main energy uses, the indicators and the savings opportunities prioritized by payback.
From the fourth month on
Documentation, implementation and internal audit
With the assessment complete, this part can be planned: the scope, the effort and the schedule are known.
A shortcut that leads nowhere. It is tempting to start with the documentation, because progress shows right away. But a system documented on the basis of estimated data will not hold up under rigorous verification and will not produce savings. Order matters more than speed.
